Symptom:
Error transporting via Transporter command line: 
[Fatal Error] :1:1: Content is not allowed in prolog

Conditions:
This appears to be a harmless error.  Jobs transport to destination and run without issue. Transport a single job using this syntax:
xportcmd.exe -s "SOURCE" -d "DESTINATION" -g "\Valeriegroup"
 -m "E:\TIDAL\Transporter\maps\Dev.map" -I -D -A

Output of transport ends with:
[Fatal Error] :1:1: Content is not allowed in prolog.

    Batch mode migration is complete, exit code : 0
