Description (partial)

Symptom:
If a job group is cancelled and later reverted to scheduled, it's status stays "waiting on children" and the audit log stops updating.

Conditions:
Repro:
1. Set up a Group, A with 3 jobs, 1, 2, and 3.  (3 is dependent on 2 completing normally.  2 dependent on 1.)  Make job 1 a job that runs for a while.
2. Insert group into schedule.
3. While job 1 is running, cancel/abort it and choose the option to cancel the dependent jobs.  The group, A, should show cancelled, the active job, 1, aborted, and the dependent jobs, 2 & 3, cancelled.  
4. Revert the group to scheduled.  The status goes to Waiting on Children.
5. Revert jobs 2 & 3 to scheduled.  They go to Waiting on Dependencies.  
6.  Set 1 to Completed Normally.  Jobs 2 and then 3 should run to completion.  
2 problems:
1. The group, A is staying in status Waiting on Children.   
2. The Audit Log on A stops updating once the request to Revert to Scheduled occurs
