Symptom:
Upgrade failure with this upgrade path:

10-2-1-xx  ===> 10-2-1-yy
10-2-1-yy ===> downgrade back to 10-0 or 10-1

at this point the administrator changes mind and wants to go back to 10-2-1-yy

It turns out the firmware of 10-2-1-yy is not compatible with the upgrade code from 10-1 and 10-0 and the upgrade back to 10-2-1-yy will fail.

Conditions:
Only applies to the 2nd 10-2-1 style firmware loaded on a device,
which has downgraded to 10-0 or 10-1, and then wants to revert back to the 10-2-1 2nd load directly.
