Symptom:
Occasionally, Jabber is having issues with Seeing the tunnel interface come active
Sometimes VPN on demand doesn't work after turn off VPN Manually

Conditions:
Steps:
1. Login Jabber as Cisco Unified Communications Manager IM and Presence bind Cisco Unified Communication Manager
2. VPN is connected automatically
3. Sign out Jabber and turn off VPN manually
4.Sign in Jabber again
