Description (partial)

Symptom:
VSG is missing some or all protected virtual machines (VMs) and thus dropping all traffic for those VMs.

Conditions:
This situation occurs under the following conditions:
- When VMware vCenter has more than approximately 100 VMs, and 
- When PNSC reestablishes its connection with VMware vCenter. 
   Reestablishing a connection can be triggered by any of the following:
    - Toggling the VM Manager admin state to the disable state and then to the enable state,
    - Restarting PNSC services,
    - Powering off the PNSC VM and then powering it on, or 
    - PNSC vm-mgr Data Management Engine/Application Gateway process fails.
