Description (partial)

Symptom:
When the TCS Windows Media services are not running, you are not prompted or notify that the 
service is not running so that you may investigate.  With this service not running you do not have 
access to watching Silverlight video streams which by default uses the local windows media services.

Attempting to watch Silverlight video under these conditions returns error "Cannot Play Recording, an error has occurred".

An alarm of this condition should be raised in TCS web portal and be seen in other management devices
such as TMS and PCM (Prime Collaboration Manager).

Unable to Watch Silverlight videos from TCS Portal due to error:  "Cannot Play Recording, an error has occurred".
