Description (partial)

Symptom:
Packets are dropped on the egress of F2E module owning to congestion timeout check.

Conditions:
When congestion timeout value is configured as 100 ms for edge ports on N7000,N7700,MDS9700 with F2E/F2, it causes the FCoE ISL to flap continuously.

Workaround(s):
Configure the value to be 500ms.
