Description (partial)

Symptom:
Variables in Actions not populating with JDE Events.

Conditions:
Actions created from JDE Events do not have their variables populated.
To repro:
1. Create a JDE job noting the UBE and Batch Version info for later use.  Make sure job runs successfully.
2. Create a JDE event using the same connection, UBE, and Batch Version used in the JDE Job.  Add a daily calendar to the Schedule tab.  For 
Associated Action(s), add a Console Alert and populate the Alert Message info with variables such as: <JobName><JobRuleID><JobStatus>
3. Run the job created in Step 1.
4.  When the job completes, go to the Alerts page and see the resulting Alert does not have any variables populated.
