Symptom:
6200 FI port doesn't come up when using 1gb GLC-Ts.  Reports "link failure not connected"

Conditions:
6200 FI, SP7041-E part number SFP.  You can verify this by running "show interface eth x/y transceiver" from NXOS:TRE-UCS1-A(nxos)# show interface Ethernet1/2 transceiver
