Description (partial)

Symptom:
Decommissioning the shared multicast VRF SR, removes mdt default which is still referred by anther SR

Conditions:
1) Create Route Targets
2) Create multicast VRF object ( enable configure auto-rp )
3) Deploy SR1 using IOSXR device and VRF object and OSPF as RP
4) Deploy SR2 using same device and same vrf object and OSPF as RP
5) Decommission the SR2 and notice the no mdt default in the configlet preview
