Description (partial)

Symptom:
When changing port mode from a private-vlan host mode to a regular trunk port, and also keeping the original private-vlan on the new trunk port by changing this pvlan to a regular vlan, we would get stuck in port_in_transition mode until that port is flapped.

Conditions:
Move a port from private-vlan host to trunk, then remove private-vlan config for that original pvlan to allow that vlan on trunk port. We get stuck in port_in_transition while the pvlan is active, as it is down on the port. We do not recover until the port is flapped.
