Description (partial)

Storm-control broadcast does not work when configured on a Nexus 3172 running 6.0(2)U2(1). Some ARPs fail to resolve, because the broadcast ARP request packets are not forwarded appropriately.

The configuration 'storm-control broadcast level 2.0' is enabled on an interface under the Nexus 3172 running 6.0(2)U2(1). Broadcast ARP request packets arriving at the standby HSRP switch are not forwarded out any interface, and therefore the active HSRP switch does not receive them. Because of this, ARPs fail to resolve. Any broadcast ARP request packets arriving directly to the active HSRP switch are processed and replies are sent.
