Description (partial)

Symptom:
mapping dscp 0 to iphb of 0 (i.e dont don any explicit config here), and mapping iphb of 0 to priority 0x4 (otherwise than 0x0) is not working

Conditions:
1) configure 
[local]RTPBNGASR5KCH116(config)# qos ip-dscp-iphb-mapping dscp 0x0 internal-priority cos 0x0
2) Configure the qos l2-mapping-table name temp as below

3) map l2-mapping table temp to context level
