Description (partial)

Symptom:
Complete conference screen is not disappearing in SIP load

Conditions:
Steps to Reproduce:
1.	Install a Unified CM and register 69xx Unified IP Phones and DX650 Phones in Unified CM.
2.	Say Unified IP Phone A(69xx), Unified IP Phone B(69xx with SIP Load) and DX650 Phone.
3.	Make a call from Phone A to Phone B.
4.	Answer the call in Phone B. Now hard-key conference in Phone B. Now dial the DX650 DN.
5.	Now the complete conference screen displays in Phone B.
6.	The call rings in DX650. But decline the call in DX650 instead of answering.

Problem Description:
Even after the call is declined in DX650 Phone the complete conference screen still appears. Note: Phone B is a 69xx Phone with SIP load. If the same scenario is done using 69xx SCCP load, after the call is declined in the DX650, in Phone B(with SCCP load) it is displaying as ?busy? and the complete conference screen disappears.

Expected Behavior:
After the call is declined in the DX650 phone it means that it is not willing to answer the call, so the complete conference screen should disappear.

Environment Matrix:

Unified CM: 10.0.1.10000-24
69xx SIP load: SIP69xx 9.4.1.3
69xx SCCP load: SCCP69xx 9.4.1.3
