Symptom: When HSRP priorities are equal and pre-emption is configured on both devices (considering two devices are participating in HSRP arbitration), the device with higher HSRP IP interface address "always" becomes active. Thus behaving as revertive. This behaviour is divergent from behaviour on classic-IOS devices where the IP address "tie-breaker" is only used when an ACTIVE device is not present. If an ACTIVE device is present in the topology, classic-IOS devices would not pre-empt. Traffic forwarding is not affected. Conditions: IOS-XR devices participating in HSRP negotiation, which have same priority value and have pre-emption configured.
