Symptom: When sending H.264 video with one of a small set of resolutions, the MCU may specify in the SPS a level that does not allow the resolution being sent. Conditions: This happens when one of the following resolutions are sent, using H.264 video: -w288p -360p -VGA -4SIF -w448p -4CIF
