Description (partial)

Symptom:
Routes learned with the no-export community from an iBGP neighbor are being advertised to eBGP neighbors.This may occur on Cisco ASR 9000 Series Aggregation Services Routers.

Conditions:
iBGP speaker A is a neighbor of iBGP speaker B and vice versa. 
Both configure "soft-reconfig inbound [always]" towards each other.
Each iBGP speaker sends to the other a BGP route for a given prefix containing one or more special communities: 
NO_EXPORT/NO_ADVERTISE/NO_EXPORT_SUBCONFED
