Description (partial)

Symptom:
PB went to pre-provision state after cable pull of FOG

Conditions:
1. Have a M2 node with UL on 2nd card and PTM on 3rd card.
2. Have a PB fanned out from 3/3 of PTM with a fiber cable connection.
3. Configure few services on the PB.
4. Remove the FOG cable connection.
5. Reset the PTM card. 
6. Once the PTM comes UP, make the FOG cable connection.
7. PB comes UP and able to telnet from UL.
8. Checked the "show ngxp-card database all" outpt.
9. It is showing the state of PB as "pre-provisioned" even though the PB is UP.
10. Observing LIC-MISSING alarm for PB in CTC.
