Description (partial)

Symptom:
MTP leak,  MTP instances are there however there is no connections, those where allocated before by CUCM  but never de allocated.

Conditions:
Source --- H323 (with FastStart offered in H225 setup) --- CUCM ---- SIP trunk ---- Destination

if you have calls coming from the H323 and going toward the SIP, and since the call flowing through CUCM without hitting an endpoint registered with it, MTP should be inserted before call leaves out through SIP trunk (Tandem call).

at this stage there is no connection to the MTP :

16799306 16777440 mtp inactive UNKNOWN 17822 0 UNKNOWN 

if the call is disconnect from the source before CUCM will establish connection to the MTP which has been allocated above, CUCM wont deallocate that MTP and hence the leak happening
