Description (partial)

Interop WSE with Brocade : If L0/OFF is set  to off on FC payloads, traffic  will not come up. 
Long distance when turned on , FC payloads will be buffered to send for long distances.When long distance is turned off , there will be no buffering of fc data . Transponder features adds delay to fc payloads due to which there is a failure in traffic when interoped with Brocade .

Steps to reproduce:
1. Have TXP-10G with 10/8GFC payload on WSE
2. Connect the ports as shown in the topology (Brocade interop)
3. Ensure that the settings on the brocade are as per brocade config.
4. Feed the traffic and check the end to end traffic is fine - Here you shall see the traffic issue
