Symptom:
TFTPCfgStatus be wrong when TFTP server is not configured by DHCP

Conditions:
Description:
The TFTPCFGStatus in REFER is wrong when TFTP server is not configured by DHCP.

Steps:
1. Configure TFTP server (v4 and v6) on the DHCP server.
2. Power on a phone 8841.
    The phone registers to the CUCM.

3. Remove TFTP server (v4 and v6) from the DHCP server.

4.  Reset the phone from CUCM.
     The phone restarts, but gets no TFTP server. It uses the pre-stored config.
     The sends REFER with "TFTPCfgStatus"=1 to the CUCM, because in step 2 the phone can download the config files.
     The phone registers to the CUCM.

5.  Reset the phone again from CUCM.
     The phone restarts but gets no TFTP server again. It uses the pre-stored config.
     The sends REFER with "TFTPCfgStatus"=1 to the CUCM. (Faulty. In step 4 the phone can't get the TFTP server by DHCP. TFTPCfgStatus should be 3.)
