when 64-68 bytes packet streams are injected into GE-XP client port which has rate limiting provisioned on client port with CIR=30%, CBS/EBS=4k, the throughput is recording as ~38%.

The issue is observed when small packets (64-68 bytes) are pumped into the client port of GE-XP card. The client port is provisioned with CIR=30%, CBS/EBS=4k. The throughput recorded for that client port is approximately 38.8%. When the packet size increases (i.e for larger packets like 256, 512, 1024 bytes) the throughput recorded is gradually nearing the CIR value.

For big sized packets the throughput recorded is almost equal to the CIR value but for small sized packets the throughput recorded varies largely with the CIR.
