Description (partial) 

Symptom:
1. in phone device page, set "DetectCMConnectionFailure" = NORMAL
2. collect phoneMAC.cnf.xml; verified "DetectCMConnectionFailure" = 0
3. after phone restart; check phone DeviceConfiguration->NetworkConfiguration->Option11=NORMAL_FAILURE_DETECTION
4. in CommonPhoneProfile; set "DetectCMConnectionFailure" = DELAY
5. Enable override check box
6. collect phoneMAC.cnf.xml; verified "DetectCMConnectionFailure" = 1= DELAY
7. after phone restart; 
8. check phone DeviceConfiguration->NetworkConfiguration>Option11 
this option is still=NORMAL_FAILURE_DETECTION ; not DELAY_FAILURE_DETECTION
