The VCCAUX_ERR pfm alarms  are constantly set on A9K-2x100GE-SE / -TR.

No impact to traffic.

Conditions:
SW image: asr9k-mini-px-5.2.0.09I
- A9K-2x100GE-TR / -SE
- Boot up A9K-2x100GE- to IOS-XR
- execute 'show pfm loc (juggernaut v7 slot #)'
- Observe %PLATFORM-EMUX-3-VCCAUX_ERR
