Symptom:
Power Alarms on the Client ports of CFP-LC after the upgrade from pre 10.0 to 10.x.

Conditions:
1) Have CFP card and client Ports provisioned on the pre 10.0 Release.
2) Upgrade to 10.x.
3) After upgrade notice the Power Alarm on the Card.
