Symptom:
Audio buzz noticeable on some set-top boxes at the splice point.

Conditions:
When transparently splicing a main program and an ad that have AC-3 5.1 audio and where silent/glue frames need to be inserted at the splice point.  A transparent audio splice means that there is no audio transcoding.
