Description (partial)

Symptom:
After applying the "debug sysdb verification location <location>" command getting error as "Debug: sysdb create failed for tuple sysdb/__TTY__con0_0_CPU0/__RACK__0/vrfn/1 - 'sysdb' detected the 'warning' condition 'Failed to send a request to a remote node, node doesn't exist or isn't available yet'. " and also the LC reloads and the sysmgr process crashes

Conditions:
Applying the debug commandon a router running with 5.1.1 or 5.1.2 or 5.20
