Symptom:
System prompts for Chinese play in english. This is for the some of the prompts which are under the 'User Dialog' folder:

cancel_start.wav       name_dial1_ASR.wav  to_select.wav
continue_to_spell.wav  name_dial2_ASR.wav  transfer_operator.wav
for.wav		       no_match.wav	   transfer_operator_ASR.wav
have_spelled.wav       press.wav	   try_again.wav
invalid_choice.wav     press_or_say.wav    try_again_ASR.wav
name_dial.wav	       select_name.wav
name_dial0_ASR.wav     still_there.wav
