Description (partial)

Symptom:
memory consumed by vkg_pm process on Line card continues to increase.

You can observe memory consumption of vkg_pm process using following CLI

RP/0/RSP0/CPU0:rack1#show memory location 0/1/CPU0 | inc vkg_pm
 Shared window vkg_pm: 9M

Conditions:
In a scaled environment, when MPLS labeled path flaps then it is possible that large number of labels are de-allocated and allocated again with each interface flaps.

This can make vkg_pm process drop some of the label de-allocation request leading to memory leak. With continues flapping for couple of hours you may see memory consumed by vkg_pm process on LC continues to increase.
