Description (partial)

Symptom:
The Cloud Services Platform displays VXGW status as active / active instead of active/standby.  This is a cosmetic only defect.

Conditions:
VXGW VSBs are always operating in a standalone-active state.  It is the Nexus 1000V VSM that controls which VXGW handles traffic.
