Description (partial)

Symptom:
When having user in ACS 5.4 with short password (like 6-digit: 123456) and upgrading to ACS 5.5 changing password will fail with an error: 'Value is out of range (8-32)[password]' via 
'Users and Identity Stores > Internal Identity Stores > Users > File Operations  > Update' and then Importing Template file with existing user details with new longer password i.e. 9-digit: 123456789.

This happens only for users that prior to 5.5 upgrade had short passwords (like 6-digit), for newly created users in 5.5 problem does not occur.

Conditions:
Prior to upgrade to ACS 5.5 there were in Internal Identity Store users with passwords shorter than 8-digits.
