Symptom:
Wrong Error:System Error. Contact System Administrator in some scenerio

Goto Dial Plan page on CAR tool(https://cucmip/car -> System -> System parameters -> Dial Plan configuration).

Delete all the entries on the dial plan config(enable all the checkbox & hit delete rows)

On hitting Delete rows, It errors out - 

      At least one condition should be there to configure the dialplan with BACK & CLOSE button.

On hitting BACK button, click "Add Rows" link on the page(when all entries were deleted) "

     Error shown as  System Error. Contact System Administrator.

In other words, Add Rows Link functionality is not working under this scenerio

On latest Ladoga build
