Symptom:
TE discovery fails with Global pool reservable B/W exceed "int" range

Conditions:
1. Make the "global pool reservable bandwidth" exceeding int datatype range for some TE links
2. trigger the TE full discovery
3. TE full discovery failed with XDE exception in httpd log.
