Symptom:
Unable to import device associations to new Application user via BAT

Conditions:
CUCM 9.1.2.10000-28

- Export existing application user data using BAT
- Use CSV file from exported data to create import file with new Application user and device associations
- Ensure that associated devices to the new Application user already exist in CUCM
- Import application user data to CUCM using newly created import file
