Description (partial)

Symptom:
All broadcast and link local multicast is lost across the OTV circuit.

Examples:
ARP Cannot be completed across OTV
HSRP peers go active/active as their hellos use link local multicast

This occurs during packet OTV packet decapsulation due to a missing label in hardware.

Conditions:
This issue occurs under the following sequence of events:

1) Overlay is up and extending at least one vlan
2) Configure "layer-2 multicast lookup mac" under one of the extended vlans
3) Bounce the Overlay (any event that causes the overlay to go down such as a join interface failure, internal interface failure, manual shut/no shut, etc...)
