CPO Domain Explorer cannot be launched with SOCKS after installing patches 9.6.3.393 (for CPO 9.6.3) or 9.8.0.2 (for CPO 9.8).

Conditions:
Socks Server application configured on CPO server.
CPO 9.6.3 upgraded to patch 9.6.3.393
CPO 9.8 upgraded to patch 9.8.0.2
