Description (partial)

Symptom:
Openflow memory allocation increases if the rate of packets being punted to the controller increases more than 2000 packets per second. If this rate persists over a long time, then the openflow agent could run out of memory and restart.

Conditions:
Seen with a persistent rate of more than 2000 pps being sent to the controller.
