Description (partial)

Symptom:Scansafe needs the ability to perform authentication if the first request from a client is a HTTPS connection.  Scansafe can work correctly if the first request is for a HTTP connection.   But if the first request is a HTTPS connection it can not perform authentication correctly because it can not decrypt the request.

Conditions:ISR enabled with scansafe.
Scansafe needs to be performing authenication (ip admission)
First request from the client is a HTTPS connection
