Description (partial)

Symptom:
CAD Agent Contact Service Queue statistics show no rows of data, just the headers.

Conditions:
Agent is assigned to an Email CSQ, but the Cisco Desktop Agent Service is not fully up.
CAD Debug logs will show thew following line:
EEMClientController.cpp[1212] CEEMClientController::updateCsqStats: Couldn't update the csq status. EEM server client is not initialized yet.
