Description (partial)

Symptom:
Cyrillic Agent ID is not encoded correctly.

When WebCHAT is assigned to the agent, agent accepted it, UCCX is openning WEB page of the Social Miner with following format:
https://<FQDN of SocialMiner>/reply-template-container.jsp?templateUrl=http://<FQDN of SocialMiner>/templates/reply/cisco_agent_chat.jsp&scRefUrl=http://<FQDN of SocialMiner>/ccp-webapp/ccp/socialcontact/<activity ID>&CCPAlias=<AGENT ID>&CCPToken=00bb9511-0d2b-409a-affe-4119bd5560c3&origin=https://<UCCX IP address>

In case AGENT ID is in Cyrillic letters are in UTF-8 charset and IE does not URL encode it on its own. It needs to be URL encoded for it to work in IE. 
Fr example if agent id is "костя" it should be represented as "%D0%BA%D0%BE%D1%81%D1%82%D1%8F"

Conditions:
This happens only with IE as it does not URL Encode the urls correctly
