Description (partial)

Symptom:
If any of the following triggers occur on a VTEP when there is an ECMP route to reach the remote VTEP, then there will be a traffic impact and traffic will not converge after these trigger.

1. ECMP member link shut/no-shut
2. ECMP member add  / ECMP member remove, by provisioning or deleting new ECMP links.

Conditions:
shut/no-shut ECMP member links
add/remove ECMP members
