Description (partial)

Symptom:
Unable to upgrade/delete old uploaded package from upgrade manager in PRSM after CX config restore.

Conditions:
1. Go to Upgrade Manager in PRSM from Administration > Upgrade
2. Upload a package like "asacx-sys-9.2.xx-xx.pkg", then do NOT upgrade the package on this time
3. Backup the CX config
4. Reimage the CX for erasing HDD data
5. Restore the CX config to the reimaged CX
6. Login to PRSM
7. Go to Upgrade Manage
8. Old uploaded package exists because CX config was restored
   And unable to upgrade or delete this old uploaded package because this old package does not exist in the CX DB
