Description (partial)

Cisco router may experience an I/O memory leak used by SCTP.

The issue is seen when ip sla auto register / discovery is configured.  Here are a few ways to trigger the leak.

1) The issue can be reproduced easily when the auto register / discovery destination is not reachable address
2) It also was seen when the link between sender/responder is brought down and brought up again (shut/no shut)
3) It is also seen when you unconfigure and reconfigure either sender or responder
4) The leak was not prominent when auto register destination was reachable provided steps 2 & 3 do not happen often
