Description (partial)

VSMS Recordings are not starting recording when the VSMS software starts, but the state is shown as "RUNNING" in the VSMS server's Management Console.

This can occur with scheduled recordings after the VSM software is shutdown uncleanly, such as with a sudden power loss or power off of a virtual machine.  Then VSMS software starts up the recording state may be incorrect and not started by the schedule.
