Description (partial)

Symptom: In a CUBE configuration with dial-peers using out of option dialog pings, all the dial-peers will show busyout on the active CUBE.
Conditions: CUBE configured for box to box redundancy and out of option dialog peers will not go into a active state. CUBE incorrectly uses the physical IP address instead of the virtual IP address causing the peer to reject the option ping due to originating IP misconfiguration. Dial-peers will stay in a busyout state.
