Description (partial) 

Symptom:
When using 5760 Foreign and 5760 Anchor with dot1x L2 security, guest client will get stuck in APPLYINGPOLICY state on anchor after successful dot1x auth on Foreign.

Conditions:
5760 Foreign and Achor
Idle timeout attribute should some down as part of the user profile.
