Description (partial)

Symptom:
Disabling hitless merge mode when the default hitless merge setting is set to enabled, doesn't clean up the FEC licenses and makes the FEC inoperable for the input streams.

Conditions:
Disable hitless merge when the DCM is in Hitless merge mode with Hitless merge default setting set to ?enabled same ip/udp? and there is a Gbe input stream following hitless merge default setting which is not routed to an output.
