 Steps to Reproduce:
1>     Go to network > Emergency Responder. Click Add. 
2>     Give details of the CER group. Click Next
3>     In the second page if you leave the field for Config User ID of back-up server blank the addition fails. 
4>     When we just type value for the User id and password field on the Back up CER the transaction passes. 
 
Expected Result:
The transaction should have completed without the User id for back up CER.
 
Current Result:

 	Config User ID for Backup Server is mandatory and must be supplied.
