Symptom: DOEO call fails for ILBC codec(rtp-nte) with ANAT enabled. 
Conditions: This symptom is observed when following conditions are met:
1. DOEO call
2. ANAT enable at outgoing leg
3. ilbc codec is configure for outgoing leg.
