Description (partial)

Symptom:
After fresh install image VDS-TC_Installer-5.1.1b27-5.1.1b28-ISO-5.1b76-RELEASE-Cisco.iso, the cluster can't be enable successfully, such as: just one Cache Engine can be started. The following is an example on 8B testbed:

Conditions:
This issue happened on fresh install VDS-TC_Installer-5.1.1b27-5.1.1b28-ISO-5.1b76-RELEASE-Cisco.iso on UCS Blade series with Cisco Nexus 7004 switch. 
For UCS C series with Catalyst 4500, does not have this issue.
